To act as the implementing arm of the city government in the preparation of plans, pursuance of policies and programs for the rehabilitation, protection and development of the city’s environment and natural resources and to exercise powers and duties set forth in the Local Government Code of 1991 and the Clean Air Act of 1999 and all other applicable laws, rules and regulations.
